@deezle1460 At the bottom of the hierarchy are street gangs that owe allegiance and pay a tax to operate. They might know other crews in their area. If they do know anything, they won’t talk because L.E. can’t offer them real protection. In fact, once they’re tried, convicted and imprisoned (whether in the U.S. or in Mexico), they’ll be murdered after a certain amount of time. What they did is bad for business. Witness protection wouldn’t save them either. These crew members don’t know anything but violence and crime and soon enough they turn up.

@Shadow__133 pretty much. A street gang. Involved with extortion and petty drug dealing, and other violent crimes. They were sloppy because they could afford to be sloppy, but they didn’t get permission to kidnap tourists. They pay a weekly tax to the cartel, and they know who the local collector and enforcers are, but that’s about it.
