  1. Yes, the video creator is wrong about all the prep needed for hydroseeding. I’ve seen it done on burn areas and in areas where the soil has been disturbed by development. I’ve seen it applied to road cuts, sometimes with a mesh applied where the cut is very steep, sometimes not. So the guy really doesn’t know what he’s talking about in that regard. He might be right about local Chinese governments committing fraud against the Chinese national government, though. That sounds about right.
