  1. It has the radar profile of a duck, but it displaces a million ducks of water. I have two alternate theories about the fate of the program. One is, of course, that development continued. The Navy has Nth generation stealth vessels tooling around somewhere. This is not an original theory by any means. The other is that this was intended to be a fake secret project to trick adversaries into devoting resources into countering the potential threat or as a honey pot to reveal their own espionage networks.
