Narrow canyons, yes, but pretty much anywhere downstream of a deluge. The sun can be shining where you are, but if there is a storm upstream in the mountains, look out!

The flood water is run off. The desert doesn’t absorb the water into the water table, probably due to impermeable hard pan. No forests, but lots of wild flowers. The surface water will evaporate, then any moisture in the “topsoil”.

There’s this thing called the Monsoon season. There is rain almost every year in California deserts. Flooding is caused because the water doesn’t soak in. It doesn’t enter the water table and runs off down normally dry canons and washes. (This is why they are called dry washes and arroyos secos.)
