  39. On one hand, the increased belligerence between the U.S. and the PRC is fueled by Trump’s political needs as the U.S. moves closer to the November election. On the other hand, it’s a mistake to assume that that belligerence will lessen if Trump is re-elected (or finds a way to stay in power). While Trump does follow his own logic, it’s a mistake to believe that he is a rational actor, or that there are rational actors in his administration that can tone down the Trump administration’s policies. Trump will gain some political benefit among his hardcore supporters, but they key is that “getting tough” makes Trump feel better about himself personally. Does this sound crazy? It’s a craziness that the U.S. has suffered through for the past 3 1/2 years, especially during the last 4 months. I can’t emphasize this enough, but look at Trump’s response to the pandemic. Look at his response to the BLM movement. Look at these responses both in terms of the rhetorical and the practical. The not very well concealed thread seems to be that each action and each statement’s purpose is to boost Trump’s own psychological need to feel powerful because he feels weak personally. The guiding principle of U.S. policies, both domestic and international is not even greed, it’s one man’s inner fears. The world is already praying that Trump lose the election and is replaced by a rational actor. Laws prevent non-U.S. citizens from contributing to election campaigns, but there is a way for individuals to help, namely non-partisan organizations whose purpose is get-out-the-vote. It’s important that they be non-partisan, neither Republican Party nor Democratic Party. Their purpose is to register voters, insure those previously registered are not removed from the voting rolls, and providing transportation for voters to reach polling places. Some organizations are working to prevent voter suppression, which is becoming an issue in GOP controlled states (for example, closing polling locations to only a few, limiting the hours that the polls are open, limiting the use of mailed ballots). To put it plainly, the international community can help democracy in the U.S. by supporting pro democracy non-partisan NGOs.
