Reunification has always been PRC policy. The policy was modified in the 80s to be “peaceful reunification”, but the truth was that until recently, the PRC lacked the capability. Until Xi, that is. He’s been building the capability to use force and continues to build it. (The PLA is not there yet.) In the technology sphere, selling SOCs to Chinese companies slows down their homegrown tech development. Why put billions of yuan into R&D if it’s more cost effective to just buy the product? And what R&D the PRC has supported has turned out to be a bust, probably to do with the inherent corruption of totalitarian government. To restate: selling the product to PRC manufacturers disincentivized PRC research for a time.

@alst4817 The PRC lacked the capability and everyone knew it. Communist China’s capabilities did not match the rhetoric. The rhetoric was significantly toned down when the PRC embarked on economic development by engaging in global trade. The PRC official policy for decades has been “peaceful reunification” until Xi came to power. Xi has grown the PLA’s capabilities, but they are still behind technologically and behind wrt alliances.

Trump and Biden have already met once, so Biden has presumably briefed his successor on matters like this. And presumably Biden’s Department secs and assistant secs are briefing their incoming counterparts. This is what normally occurs during a transition. Biden might be passing a hot potato to Trump, but it won’t be coming as a surprise. And it’s not like Trump didn’t pass a hot potato to Biden (Afghanistan). The biggest problem is the expertise of the incoming administration and whether they understand any of the issues put before them. I feel very solid about Marco Rubio, but I’m worried about Tulsi Gabbard (for a number of reasons).
