  1. The Jones act is pretty wide ranging. Peter seems to be upset with the provisions of Article 27 that impacts cabotage, although he doesn’t address it directly. (I would guess because such details aren’t his audience’s strong suit and he knows it). Peter has been a little sloppy with other aspects of his argument against the Jones Act, so I’d be cautious about saying, “Peter is right!” The big bottleneck right now isn’t the Jones Act. It’s lower water levels and the need for dredging. I’m sure Peter knows this. I’m also puzzled as to what is the connection between chip fabrication and slow bulk cargo transport on our rivers. How would Intel’s chip fabrication plant benefit from reform of the Jones Act?
