  1. “Moscow Rules” don’t apply outside of Moscow. But the truth is, despite Russia’s efforts with social media disinformation and with hacking, they just don’t have the massive capacity of the 5-eyes agencies for intercepting communications and analyzing the huge volume of communications that they intercept. We barely have a hint of NSA’s ability to capture data and metadata from communications within Russia and communications outbound from Russia, but this release of information gives a rough idea of the capability. This is why I tell Russian trolls that they are not safe. They aren’t safe. Their activity is being logged and filed away in some immense data warehouse in Utah or Colorado. It’s likely that there is a photo of them in their NSA record. It will be up to some U.S. government functionary whether or not to unmask them or worse.
