  1. The previous policy was that Mexico wasn’t requiring the FMM visa or tourist permiso for these short trips to the border cities. They had checkpoints south of these cities where they would check that you had the correct travel documents to be in Mexico, but if you were just spending a day or two in Juarez or TJ, they were waving you across because they could safely assume you were also spending money. In other words, if you were crossing the border and going further south, you needed the FMM. The FMM is good for up to 180 days and allowed re-entry. If someone was visiting Juarez twice a month, the $30 was a pretty good deal. You just didn’t surrender the visa when you exited, and you could come back the next day or next month or whatever. I’ve spent a lot of time in Mexico over the past 14 years. I usually either cross at Laredo/Nuevo Laredo and take a bus to my destination south, or I cross at Tijuana and fly to my destination from Tijuana international airport on a domestic flight. My next trip will probably be in May and I’m flying from Tijuana, so this change won’t affect me, but I’m watching for other possible changes due to the Trump trade war.
