To an authoritarian moral monster like Putin, innocent civilians living in freedom represent an existential threat to his power. They constitute a double threat to a dictator seeking absolute control. Domestically, a free people in a neighboring country undermine the legitimacy of his own regime. Externally, they represent the limits of his control and power. Putin must either put them under his control militarily, or failing that, he must destroy them. That bears repetition: Putin must destroy what he cannot control.
