  3. Well, the wall never got built. It was just a talking point. Or a bloviating point, if you prefer. Trump is talking up tariffs, but he can’t impose general tariffs on Mexico or Canada without legislation from Congress. He also can’t disregard treaties willy nilly. Trade with Canada and Mexico is governed by a treaty ratified by Congress. I think this is just Trump posturing. He’s not actually a tough negotiator, so he’s acting like one.
