  4.  @webby2275  This points to the problem of dealing with irrational state actors while assuming they’re rational. You can work things out with an adversary if they are rational. This really goes beyond ideology, unless you consider nihilism and chaos to be ideologies. The time has passed when we could make the good faith assumption that Putin was a rational actor.
