This can be observed in the fact brains of people with ADHD tend of have 15% to 25% more dopaminergic neurons, the concentrations of dopamine are not enough on their own, so the brain trys to produce more, but the problem of rapid reuptake remains, this leads overtime to breif huge surges of excitability followed by a rapid crash, dozens of times a day.
What stimulants do is excite the nervous system and release a huge amount of those neurotransmitters, filling up the background so that the normal releases in response to activity are not working against a huge deficit. which allows the brain to relax not by slowing it down, but by speeding it up enough that it can keep up with itself.
