Its simple! In order to understand earthquake construction engineers have to learn by making mistakes! These people stole the technology from the western world and do not understand how to make a building earthquake resistant ! And now they are realizing that they are inadequate in the information and experience needed to be a real industrial nation ! These types of buildings still exist in America! As they were built before we learned!
