Maybe effecting the property values of his and his neighbors houses! If he wins his neighbor will have the same rights as he does and the neighborhood will change, maybe! So the man and his neighbors need to get together and decide what type of neighborhood they want and come to an agreement or the community as a hole will lose a little bit of control over their shared environment! Its not like they can't change these rules !or modify them ! JUST SIT DOWN AND ACT LIKE GOOD NEIGHBORS AND COMMUNICATE, NOT THAT HARD !
