  1. The difference being that in Russia some actually believed in communism. The Chinese "communism" was always, at every level of design, doctrine and implementation, about creating an elite that had an excuse for living in luxury while telling the peasants that this is what social justice looks like.

  2. The real problem with OGAS was that it would have instantly made corruption impossible. It would have implemented literal communism where everyone would have equally much. And no self respecting politician was prepared to live like a peasant when a stroke of a pen could give him a wine cellar.
