The problem with guys like Maduro, as mentioned in the video, is that they don't have just one enemy, they have hundreds if not thousands. It's not just Uncle Sam, it's every person or group of people he pissed off that could represent a threat to him. The US giving him amnesty only means they won't prosecute him. It doesn't mean he's safe from all the innumerable others who might want his scalp. He goes to Dubai and he's no longer got his own loyalists and security services around him and is instead reliant upon those of the host country to protect him from any bad actor who may show up to rub him out. And that's not even accounting for the multitudes of accomplices he's got in Venezuela who'd lose power along with him and as such, be more or less cut loose to fend for themselves. Regimes like this are never just one man as they often seem. They're hundreds of men.
