The topic of those old Soviet era nuclear weapons which were once stationed in Ukraine keeps coming up...... And it really shouldn't. Yes, they had them but the truth is, they were pretty much useless to the Ukrainians for the simple reason that they couldn't use them. Russia still held effective control over them. All of the guidance systems, launch controls and the like remained in Moscow's hands which is no more than you'd expect. Entities like the old Soviet Union would not be putting such things as nuclear capabilities into the hands of the individual republics nor junior levels of command. It would be a little like if Colorado or California seceded from the US and then claimed to be a nuclear power. No, they would not! They would be in effective possession of nuclear warheads but not the capability to use them. They'd be really neat ornaments and that would be about it.
