  1. One solution, or partial solution to this would be to ensure that France, Britain, Poland, Italy, Sweden and the others all build out their capacity along with, and alongside the Germans...... Or as much as possible. A collaborative, "Team Europe" approach of this nature would help to ensure that all parties were on board in a shared response to a shared problem and with everyone in a position of strength, it would prevent any one nation from getting any funny ideas at a later time. And don't worry about the AfD or any of their cousins. They are easily dealt with.
