It's not bunk if the Russians themselves, and Putin in particular, says otherwise. And furthermore, that we outsiders may see such a thing as nonsense doesn't mean that they see it in similar terms.
And once again for the benefit of those who clearly don't understand matters of military strategy and doctrine... Nuclear weapons are NOT defensive in nature. They do not, can not, never could and were never designed to, take and hold ground. They are also not meant to be a weapon of first choice; especially in the vicinity of one's own home soil. They are a weapon of last resort when all other options have been tried and have failed.
Also, taking and holding ground, shortening your borders and putting more distance between your own territory and your enemies is not only a tactic for today, but an insurance against tomorrow when the situation may be vastly different and you may not have the capabilities you do today. In other words, if fighting is to be done; atomic or otherwise, let it be done far from the core and even if there's a breakthrough, the conquered territory provides ample space for even more layers of defense.
And finally, this has always been the Russian way going back centuries. Why else would the empire centered around a relatively small patch of land around Moscow have stretched all the way to the Pacific as well as deep into central Asia?
