China has realized their scale as oil exporter can serve as power bargains to these oil producers countries like Saudis. He has to be aware the end of cheap oil era unless countries with scale like China economy would help counter that thru emerging markets optionality. He uses the word optionality a lot so he must get a fair game in constrainted environment
