  2. Because foreign reserve freeze actually has done nothing to Russia economy when Russia CentralBank was very aggressive to shield the inflation leaks. The freeze has been helping to open up other countries with more access to Russia oil that the West left. Biden admin seems to have undermined that Russia supplies about 46% of OPEC inventories. If bankrupting Russia would be taking a domino effect to a cartel then very unlikely that would ever happen. OPEC has existed far long before Biden was born.
