Because literally UK and EU are no longer able to share the data ..that pending Free Trade (NI proyivols).. now the transition period was well passed the seasline.. that and pending EU law in UK has become a major hold up for businesses. I would say politicians need to out the differences aside just share access to general info first then scale it up to the details in phases.. they should learn how Goigle became such behemoth player they never waited until the system is oerfect.. they captured first all fishes then start filtering the fish one by one in structural manner.
