Do you understand for example that Fed is designed as a pooling account of banks and therefore cannot operate as a commercial bank. Why? To maintain its integrity for delivering one very important mandate - price stability thru full employment. Other central banks got all kinds of mandates for example ECB in EU is to achieve price stability thru low inflation. Her ideas seems about deviating from Feds sole mandate as she proposed Fed to act as commercial banks!! That would sound interesting at the most Hollywoods movie script.
