  1. Not true. Two small stares in the US, Maine and Nebraska would assign their electors using a proportional system. Reform should have been allowed to utilize a fair proportional representation.

  3.  @armstrongtixid6873  CP based on "congressional district method" would favor political efficacy and voters turn out. Both aspects emphasize more important roles in a small state or in a small party. There is overall guided formula I believe so that a tactical voting in this case will least likely work as expected.
