It's been w while since ur last video on the topic so I can't remember all the reason why but I am of the opinion that the idea that the Western Empire wasn't considered ended or at least, wasn't considered dissolved(but recoverable) when it was is just cope by the people at the time. I know all the barbarian Kingdoms officially considered themselves autonomies of Rome but even then, Romans still resisted them and oy agreed to the arrangement, the fiction as the best they could do, a legal fiction to save face, not the empire just going on. Odoacer literally sent the symbols of office to Zeno. I just see Justinian as a part of a group that refuses to buy into a fiction.
