They were the majority in some districts but even after Azeri control during the collapse of the Russian Empire and the Azeri government colonizing the area with Azeri migrants, Artsakh still remained over 80% Armenian when it voted for independence, again.

  2.  @capncake8837  I don't know the exact borders for what's Armenian majority but Artsakh(or Karabah) has always contained most of Nargono-Kharabah, that's why in the first referendum after the Russian Empire just fell, it voted for independence as an Armenian state.
