Hard to believe that they were 'on the hook' for that much, especially if after being 'sold: Besides this isn't a bankruptcy law issue... it's a defaulted on a collateralized loan issue.

  41. Someone is actually responsible for something in china? But I'm still not sure who's being scammed. Residential area would assume it's civilian houses...which are owned by the residents...so why would the city be involved, or who was supposed to actually pay for it? So workers got screwed, the company doing the work, residents? Don't know. Seems the city was running the scam. And it was all over the place? Seems there would be hundreds involved.
