The point you are forgetting is time. (V1+V2)/2 does not equal Vavg because the time spent at V1 is not equal to the time spent on V2. It's the distance that is equal however. If you complete the 2 laps at 2V1 speed, it would take the same amount of time as 1 lap at V1. Therefore, you must complete the second lap in zero time at infinite speed because of how slow you took the first lap.

Sure thing. The equation (V1 + V2)/2 = Vavg is flawed because this only works if the time spent travelling at V1 is the same as V2. However, it's actually the distance traveled at V1 and V2 that is the same. Since you need to average 2*V1 speed over two laps, going at 2*V1 speed would take the same amount of time as travelling 1 lap at V1 speed. So once you complete the first lap at V1 , you have zero time to complete the second lap to get up to 2*V1 average speed.
