That's because the Canadian election doesn't have a separate election for prime minister. The party with the most mps wins the elections. When you vote, you are voting for your local mp, not the prime minister directly. But in the U.S., the party with most seats in the house of congress doesn't get the presidency. Since they have a separate election for the presidency, why not just use the popular vote since there is no local representation involved in that election.
