First off, it's questionable if that's true. The numbers I've seen are pretty similar right now. Plus there's been a massive amount of investment made in making cars safer and the number of fatalities on the road has been going down for decades. Which means that even if it is currently true, it's not by a large margin and since we're not doing anything about gun deaths, it's probably going to be false within a few years. Secondly, whether or not cars have mufflers has little impact on fatality rates. Cars that are silent are more dangerous than ones that make noise to the point where when we move to all-electric vehicles they're going to have some sort of sound makers in order to give people that warning that they're coming. But, more importantly, we need cars, without them our economy would grind to a halt. We don't particularly need guns and there are literally tens of thousands of people who are killed by firearms that would either not be dead or would have to put some effort into killing themselves.

People tend to forget that things you hear don't just come in through your ear holes. If that sounds only came in there, you would have an extremely hard time hearing yourself. That being said, this is something that needs to be handled very carefully as these devices do come with consequences and if legalized, we're going to have a hell of a time regulating or banning them if the consequences turn out to be worse than expected.

If you live by a gun range, it's your own fault and the fault of your community for not requiring that they use enough sound suppressing materials. Gun ranges receive far less regulation in terms of health and safety than they need. They can keep the sounds inside the range if they want, the problem is that in some areas they're allowed to have them outside or to have insufficient sound absorbing materials to keep the sound in the range.
