How do you ensure that the evidence is sufficient to prosecute? Even sex crimes being prosecuted in a timely fashion it can be hard to establish whether or not the incident happened and then what actually did happen. Personally, I think it makes a ton of sense that people would downplay the effects. People tend to over-dramatize the abuse when there are degrees of abuse. There's a very real difference between an unwanted peck on the cheek, being penatrated and just gawked at while undressed and each person is going to have their own feelings depending upon their point of view and their maturity at the time. If we want these people to come forward and name names, then there needs to be some protection provided against the effects of doing so. Even if the prosecution is successful, the victims name is likely mud and that doesn't even consider the real possibility that the accused will be acquitted. Lastly, there's the issue of what you personally feel about what happened to yourself. A lot of that probably is denial or a lack of awareness that you get to consent to whatever physical contact people have with you.
