It's also worth noting that in most salons the people doing the hair are independent contractors who may not have any experience with that kind of hair unless that's who they've been working with. Unfortunately, the only way to get experience is to do the work, but if you don't have experience, it can be a challenge to get clients to gain the experience with. I don't personally think that salon that had to ask the hairdressers if they did it should have been shamed like that, it was a legitimate question and the receptionist might not know.

The problem is that, as the video points out, hair matters in a bunch of real circumstances and schools are legally required to prepare students for adulthood. Part of that is to restrict some freedoms somewhat so that there's minimal disruption and the students can cope in the real world. Personally, I think the hairstyle restrictions are often a bit much and do seem to be harder to follow if you've got some fluffy hair, but there's only so far that the schools can go ahead of society at large before they're not preparing the students for adulthood.
