I doubt they'll actually go through with it. One of the reasons being that negotiating with terrorists is a bad idea. In this case the same logic applies, Russia does take hostages and while it appears likely that she did plead guilty to something she did do, that's not a guarantee. Consider what a monster Victor Bout is, it would be extremely foolish to let him out as part of a deal.

@daixer3156 Russia has a history of not prosecuting Russians that commit crimes abroad. As long as he's not dealing arms that are being used on them, they probably don't care.
