The problem is getting it enforced. Around here, the city attorney refused to prosecute theft if it was under $1k. And in part because the crimes weren't going to be prosecuted, the cops stopped showing up. At which point, there's not a lot that stores can do to protect themselves against it. The store owners have limited rights to stop the theft.

@@Crazy-Clown-In-Town It won't, but it can be greatly reduced, this wasn't a major problem 10 or 20 years ago. These days, I see the same folks coming in day in and day out stealing stuff. Most of them will go to the same place and steal the same stuff. But, without a law enforcement response, there's not much that the stores can do about it.

@Zero.0ne. The solution is to properly fund the police and then actually prosecute the people that are caught shoplifting. We've tried defunding the police and it hasn't worked. Arguably, it may have worked if the defunding had happened after the point where other services were able to intervene earlier, but that's not what has happened and we'll need to get the policing back before we even try to make another go of it.

@jaylu7021 Shopkeepers privilege used to allow them to detain people that had been caught shoplifting. But, it's a limited right and if the cops don't show up and the prosecutors won't prosecuted, it's not something that works. It's a limited right to detain suspects while the cops come.
