  1. This is at best one factor that they consider, unfortunately, any sort of sensory deficit can come off as signs of mental illness if not considered. I've got vision function impairment that causes all sorts of trouble with my gaze. The gaze itself doesn't really serve much of a purpose in many cases as I'm not the type of person to look with my eyes. I don't entirely know why, but it's probably the result of some brain damage when I was younger interfering with my ability to process visual information.
