  1. Presumably, this was done to avoid having to have a police officer directing traffic. Around here you can't direct traffic within 150' of an intersection unless you're law enforcement as only law enforcement is allowed to override the traffic signal. This is to prevent confusion about which takes priority. The police always take priority to the signal and the signal takes priority over anything else.

  2. Probably more than cones, but yes. I don't know the law where this happened, but around here you'd have to have a police officer directing traffic to keep that lane closed so that something like this doesn't happen. You'd likely also have a truck at a minimum parked to prevent vehicles from driving under him. Not just for his safety, but to prevent people driving under from getting hit.
