  1. It probably isn't, the rich and powerful don't even want to pay what the laws they had written say they have to pay. This money wouldn't be hidden if it wasn't supposed to be taxed.

  2. Yes, what would be news is if any of this leads to prosecution of the individuals that benefit from it. At most, we might see some low level accountants or CPAs prosecuted, but I'd be surprised if they even do that much.
