  1. I think it does have more to do with the fact that the systems that they're trying to defeat have just gotten a lot smarter. But, the whole thing is probably in violation of various legal protections for the disabled as they also make it impossible for some groups to get past at all.

  2. Possibly, but by the same token there is a massive catalog of that out there and it's typically public information that doesn't require getting permission to use the way that most other data sets do.
