Autoparts stores usually, also you can often do that at those oil change sites. You may be able to drop it off at a hazardous waste disposal site. Around here they don't charge for taking it off your hands, just make sure it's properly labeled. A bonus to that is that they'll take basically any other random chemicals off your hands as well. So, it's a great place to dump any other random fluids from your projects.

For hand tools, you can frequently get away with buying used.

This is good, you can get ratcheting combination wrenches for not that much money if you don't mind used. I got a set of lightly used Kobalt ones for not that much money. By the time they break, assuming that I can't get them warranty replaced, I'll have saved enough money to buy something really nice. Also, it's really good to have an appropriate tool for removing those plastic bolts when working on bikes with fairings.

I bought my ratcheting combination wrenches off ebay. They were "used" but I had a hard time finding any evidence of use. I may not get the warranty that I'd normally get, but by the time I break any of them, I'll have saved enough money to buy a nicer set. IIRC, I paid roughly the price for the non-ratcheting version and got the ratcheting version. It was quite a good deal.
