  2. It's a misnomer. There wasn't a shortage as such, there was an excess build up of coins at people's homes that weren't circulating. On top of that, the US mint was shut down for periods during that first year, resulting in a significantly smaller than normal number of coins being minted. The result is that businesses didn't have coins available. I felt particularly bad for people that needed coins for doing their laundry because a lot of those machines were coin operated and you can't just go around without doing your laundry if you're one of those folks that has to work outside the home.
