Yes, I remember when they tried to steal 6 figures from Notch by using a technicality that they considered themselves to be the owner of the money while it was in transit. So, they'd assume ownership of the money and then they might transmit it, they might refund it, or they might just keep it for themselves.

@kstricl I saw speculation that in this case they needed to file when they did to avoid issues with the statute of limitations, but they do get 21 days during which to do this sort of stuff without having to particularly justify it to anybody. Which is fine, PayPal can start the process of figuring out to do with it and then adjust for the amendment.
