@randysmith9715 You can do that, but usually it winds up with massively inflated contracts to cover the entire service. The issue isn't so much the billable hours as it is how hard it can be to predict how much it should cost to provide a service and it rarely makes sense to try and track things down to the minute. Accountants are still expensive, just not as expensive as lawyers.

They probably expected there to be the usual slap on the wrist find by captured regulatory agencies. The fines themselves are often jokes as they're less than the amount that the bank benefited from the bad behavior.
