  2. It does, but in this case a large part of the resolution would be a new roof anyways. As well as potential legal fees, damage done if it rains before it gets covered and interest on any emergency loans that need to be taken out to get to fixed while things go through the courts. It may well be them doing the right thing, but the cost would be substantially more than just fixing the roof and probably covered by insurance.

  3.  @GeorgeWashingtonLaserMusket  Yes, but usually the dumpster will show up before they really have a chance to start and dropping off a dumpster is extremely noisy.
