@darksaint0124 That has been changing, in recent decades more and more of those worthless treaties have started to get more enforcement in courts. A large part of the problem is that tribes are a separate legal entity to the US which can make it easy not to actually enforce any of it.

Developments of this scale take a very long time to go from planning to final completion and sales to home owners. It's not something that any developer could ever do without those sorts of contracts in place to ensure that they're not stopped midway through after the point where they can halt development for more demands to be negotiated.

@idleoutcaster Yes and no, on the whole they are, but that doesn't mean that there isn't ever insurance. When the Tacoma Narrows bridge collapsed in the early '40s it was supposed to have been insured. But, a government official embezzled all the money thinking that a new bridge wouldn't actually collapse.

@kenyattaclay7666 They have an attorney, any city or town is going to have an attorney if for nothing else other than to handle prosecuting whatever crimes are committed within the city limits based on city law.

@P_RO_ Yep, either the city gets dissolved and absorbed by the county, or you get a situation where there's somebody that's assigned by the court to manage things while the funds are paid off. IIRC, that was a big part of what went wrong in Flint Michigan.

@slee2819 It happens, it's just harder for a larger city to go bankrupt just because there's more opportunities to raise the funds and more municipal stuff that can be put up as collateral. Plus, municipal bonds are commonly tax free, which can make them attractive. But, there does need to be some degree of stability in the area to project future taxes to pay back the bond issues.
