But, by the same token if there really has been cheating going on, playing him just validates him as a real player, and if he manages to win, then it gets even more complicated as cheating in chess at this level is a lot more subtle than one might expect. It doesn't take a lot to tip a game in your favor if you get it at the right time.

If there isn't physical evidence, then it gets very hard to determine that he did cheat, or possibly didn't. Excluding people because they do something suspicious could cause future problems as would failing to do anything at all.

@wlh227 Yes, and that cheating likely wouldn't be relevant in any legal proceedings anyways as the claims that he cheated are specific to specific matches. The courts generally go to length to make the legal proceedings about what happened in specific instances unless one of the exceptions to that rule applies.
