  1. Around here the right to issue these is based on the notion of there being a contract as the result of a sign being present. I received one years ago for being parked in the wrong part of a parking lot and not seeing the sign indicating that I should be parked in a different portion of the parking lot as there wasn't a sign in the lot to indicate that. After calling the company and explaining it, the ticket was waived, but I suspect they would have had issues with enforcement as that would have been a small claims court issue and there were no signs in the lot itself to indicate that the lot owned by one company was effectively more than one lot when it came to validation.
