It was probably a matter of nobody wanting to press charges. If nobody wants to press charges, it can be difficult for a case to go forward. Presumably they wrote it up as mutual combat because that was descriptive of what happened and nobody was seriously hurt. Had somebody chosen to press charges or there had been serious injuries resulting, it probably wouldn't have been written up in such a fashion. I'm guessing that the mutual combat wasn't a specific legal term, more as a descriptor of what happened.

That's lazy policing. They couldn't be bothered to figure out whom the aggressor was. It wouldn't make the defense a crime, it would allow both individuals an out from charges though.

That wouldn't be surprising. Here in WA, it's technically not illegal to be naked in public, but you'd probably be arrested for something else. I remember about 10 years ago, somebody discovered that there was technically no law against being naked in the parks of Seattle. I'm not aware of any specific statute that legalizes any of this, it's just a matter of nobody bothering to specifically ban it. I'm not aware of there being a history of dueling here in WA state.
