  1. The police should be sued over this for filing a fraudulent search warrant. They should have been able to look up when the last time that the car was registered to the new owner and seen that the statute of limitations had expired.

  2. Presumably, the person whose car it is already got paid by the insurance company back in 2003. That being said, from what I understand, once the insurance company pays, if you later find the car, you get to keep the money and the car. (Obviously, so long as you weren't yourself hiding it as part of an insurance fraud scheme)
