I can't speak for Sam's Club, but Costco does it to make sure that the customer receives everything that they paid for. If they think you've stolen something, they wouldn't be having those last couple people at the store "discovering it" they should already have it on camera and one of their loss prevention officers deal with it. Not the people that check the receipts. I've had them occasionally ask questions because they couldn't find an expensive item on the receipt. But never about cheap ones or because there was something that they found in the cart, but couldn't locate on the receipt. I doubt very much that they'd put up any fight if you refused to show it to them though.
